Our Origin

Rooted in Compassion and Need

In 1999, a group of dedicated citizens, ministers, and medical professionals came together with a shared concern: the lack of substance abuse programs in our rural community. Inspired by the legacy of Billy Ty Cattan, a local businessman who dedicated his life to helping others after his own recovery, our organization was born. Today, we stand as a testament to his passion and our collective commitment to change.

Daniel Barrientos

Chief Executive Officer

Daniel develops and directs organizational strategies, drafts organizational policies, creates business plans, coaches department heads, and ensures that the facility remains aligned with the overall goals of the organization and culture. Daniel joined BTCTO in 2014 as the Executive Director. Prior to coming to BTCRO, he was the Chief Operating Officer for a local non-profit and held many leadership roles for over 17 years. Under his leadership in the last few years, several new programs and revenue streams have been added at BTCRO. He has over 26 years of leadership experience in the non-profit sector, specifically in the areas of substance use prevention and substance use disorder treatment. He graduated from the University of Houston-Victoria in 1999 with a bachelor’s degree in criminal justice. He is licensed DWI Intervention Program Instructor and a Certified Prevention Specialist. He believes in advocating for change and empowering others to make changes that foster their personal growth.

Elma Saenz

Chief Operating Officer

Elma provides oversight to the everyday operations of Billy T. Cattan Recovery Outreach Center. Elma is a licensed clinical social worker and a licensed chemical dependency counselor. She earned a master’s degree in social work from Texas State University and a bachelor’s degree in social work from the University of Texas at Austin. Elma has been with Billy T. Cattan since 2016 and has almost 26 years of experience in social work. Elma’s more than 11 years’ experience in substance use services include working in prevention, intervention and treatment services. Elma is dedicated to delivering excellence in client care through all operations and hopes to instill life changing recovery skills in all BTCRO clients.

Stefanie Baxley

Development Director

Stefanie became a part of Billy T Cattan recovery Outreach Center 2020, initially serving as Counselor Intern. Over time, she transitioned into the position of Development Director. She is responsible for fundraising, grant writing and marketing initiatives for BTCRO. She graduated from The University of Houston Victoria with her Bachelor of Science degree in Criminal Justice. Her background includes working as an Adult Community Supervision Officer and as a Court Appointed Special Advocate Supervisor. Stefanie finds joy in helping others find the gift of recovery and witnessing clients realize their full potential. The most rewarding aspect of her job is observing the profound transformation that takes place in the lives of our clients.
